Golden Gates Housing

EAC produced a new Carbon Reduction and Affordable Warmth Strategy for GGHT in Warrington. Our starting point was an analysis of the housing stock. Energy data previously collected by GGHT was used to create a profile to model the performance of the stock  now and in five years time, after a programme of planned improvements.  Further scenarios were modelled to consider whether improvements in specifications, for example of double glazed windows, were likely to be cost effective, and to examine the impact of solar PV on carbon emissions.

A base line carbon emissions figure was calculated for 1990, allowing progress against UK emissions targets to be checked. Emissions from the GGHT stock have been reduced by 33% to date, and a 53% reduction should be achieved by 2016 as a result of the improvements already planned.

The analysis also involved identifying the capacity of the stock to deliver affordable warmth and avoid fuel poverty using SAP targets adjusted for the size and type of dwelling. Again, the effect of proposed improvements was modelled and problem areas identified for targeted initiatives.

The analysis enabled a detailed strategy to be produced with annual targets for average SAP, CO2 emissions and percentage of dwellings capable of delivering affordable warmth.

GGHT will be keeping their performance under review, reporting to the Board on a quarterly basis. In due course, scenario modelling will inform decisions about the next phase of improvements from 2016.
